2 tbsp olive oil
1 tbsp butter or margarine
3 tbsp flour
5 c vegetable stock
4 c corn, whole kernel
1 medium onion - diced
2 potatoes - diced into ¼" pieces
½ c red bell pepper - diced into ¼" pieces
½ c green bell pepper - diced into ¼" pieces
¼ tsp black pepper
1 c half and half
1 c tomatoes - diced (optional for garnish)
½ c basil leaves - cut into thin strips (optional for garnish)
salt to taste

Directions:
Directions:
1.Add the oil and butter to a pot over low heat. Saute onion for about 10 minutes over the low heat until onion becomes transparent.
2.Sprinkle the flour over the onion, cook for an additional 5 minutes stirring occasionally.
3.Add the broth and potatoes and bring to a boil. Reduce heat to medium and simmer, covered, until the potatoes are tender, about 10 minutes.
4.Add the corn, the bell peppers, salt, pepper and the half and half. Continue to simmer over low heat for 10 minutes, stirring frequently.
5.Ladle the soup into a serving bowl and garnish with the tomato and basil.
