2 1/2 c milk
2 2/3 c water
1/4 c chicken flavored stock base
1/3 c chopped onion
1/4 c chopped celery
3/4 c chopped green pepper (optional)
9 oz potatoes, peeled and diced
1/4 tsp celery salt
1/4 tsp white pepper
1/4 tsp dried thyme leaves
1/4 c margarine
1/4 c flour
1 T parsley flakes

Directions:
Directions:
1. Combine water, chicken stock, onion, celery, potato, celery salt, pepper and thyme in a pot.
2. Bring to a boil.
3. Reduce heat and simmer 12-15 minutes, stirring occasionally.

4. Heat milk in pan, and set aside.

5. Melt margarine in a sauce pan.
6. Stir in flour until smooth.
7. Cook, stirring constantly until pale golden in color.
8. Gradually stir in hot milk, stirring until sauce is smooth and thickened.

9. Slowly add soup liquid to roux (flour/margarine mixture).
10. Return to soup pot and cook over low heat, stirring gently until roux is well incorporated into the soup and thickens slightly.

11. Adjust seasonings if necessary.
12. Remove from heat and add parsley.
