2-3 lb. Ground beef
1 chopped med. onion, divided
2 1/2 cups water
4 Tbs. flour
3 Tbs. chili pepper
1 clove minced garlic
1/2 tsp. salt
Pinch oregano
10 oz. grated cheese, for topping
30 tortillas

Brown beef in skillet. Sauté 3/4 of onion in beef. Set aside.
In a blender add water, flour & spices. and blend. Pour into pan and bring to boil. Turn down to a simmer, until thickened, about 30-45 minutes, stirring frequently. If necessary you can add cornstarch to thicken, it should be a little runny about the consistency of tomato soup. Soften tortillas in skillet or in microwave. Layer tortillas in 9x13 pan layer meat mixture, cheese, onion, a little of sauce. Then repeat layers. Finish with tortillas, top with cheese. Pour remaining sauce over top. Bake 350 for 20-30 minutes.
