Fry hamburger with onions, drain
Add can of tomatoes, rice, cabbage.
If using regular rice I add chili sauce (recommended by Lois).
If need more moisture I add a can of V8 (small can) as much as needed so rice will cook.

Personal Notes:
I developed this years ago when on a weight watcher diet and needed something different. Since I lived alone seemed like making the cabbage rolls were more trouble and time than I wished to invest. So I dumped everything in one pot. V8 was something WW approved so I used it in a number of recipes.
