Cake:
1 1/2 c sifted flour
1 tsp soda
1 c sugar
3 tbsp. cocoa
1 tbsp vinegar
6 tbsp oil or butter
1 tbsp vanilla
1 c cold water

Frosting:
6 oz chocolate chips
2 tbsp butter or margarine
2 c sifted powdered sugar
1/2 c evaporated milk

Cake:
Sift all dry ingredients into 9"x9" ungreased pan. Scoop out 3 holes, in one hole pour in vinegar; next hole pour oil (or butter); in last hole add vanilla. Pour cold water over all and stir with fork (do not beat).
Bake 350º for 30 min.

Frosting: Melt together all ingredients and spread on cake.
