Dough:
1 cup shortening
2 cups sugar
1 cup milk
2 eggs
5 cups flour (sifted)
2 tsp. baking soda
3 tsp. baking powder
1 tsp. Vanilla
1 tsp. nutmeg

Directions:
Directions:
Dissolve the baking soda in the milk.
Cream shortening, sugar, and eggs. Add the rest of the ingredients and mix well. Roll out on floured board. Cut with cutter.

Filling:
3 cups raisins
1 cup sugar
3 heaping tsp. flour
2 cups water

Cook until thick, then cool. Put cut cookies on a greased and floured cookie sheet. Put a teaspoon of filling on each. Put a cookie on top of filling and press around edges.
Bake at 350 degrees for 10 to 12 minutes.
