1 cup butter
2 cups brown sugar
2 teaspoons vanilla
3 cups quick -cooking rolled oats
2 1/2 cups sifted flour
1 teaspoon baking soda
1/2 teaspoon
1/2 teaspoon cinnamon
1 15-ounce can sweetened condensed milk
1 12 ounce package semisweet chocolate chips
2 tablespoons butter
1/4 salt
1 cup chopped walnuts or pecans
2 teaspoons vanilla

Directions:
Directions:
In large mixing bowl, cream together butter and brown sugar then add eggs and beat well then vanilla. Then add the oats and mix well;let set while you shift the dry ingredients together.
Stir dry ingredients into creamed mixture til blended; set aside. In microwavable bowl add chocolate chip,sweetened condensed milk and microwave on high for 1 minute 20 second.
Carefully take out microwave stir, adding butter and vanilla, nuts if desired. Pat 2/3 mixture in bottom of 15x10x1 inch pan.Spread chocolate mixture over dough. Dot With remaining oat mixture. Bake in 350 degree oven for 25 to 30 minutes. Cool; cut into 1-2 inch squares bars.
