3 c. Flour
2 tsp. Baking Soda
2 c. Sugar
1 tsp. Salt
1/3 C. Cocoa
3/4 c. Oil
2 tbsp. Vinegar
2 tsp. Vanilla
2 c. cold Water

Frosting:
1/2 c. Butter
1 c. Sugar
1/3 Evaporated Milk1/2 c. Semi-sweet Chocolate Chips

Directions:
Directions:
Sift flour, baking soda, sugar, salt and cocoa together in a 9 x 13 in pan. Blend thoroughly and make 3 holes and add oil, vinegar and vanilla in each hole. Pour cold water over entire mixture and blend with a fork until all lumps are gone. Bake at 350º for 40 minutes. Combine all frosting ingredients in a saucepan and bring to a boil over medium heat, boil for one minute. Remove from heat and add 1/2 cup chocolate chips, stirring quickly. Let cake cool for 15 minutes and then pour frosting over.
