Par-cook cabbage just until leaves are pliable.
Cool with cold water. Take cabbage leaves 2 at a time in a plate and put a generous portion of the meat mixture in it a little off center. Wrap leaves around the mixture and put in baking pan that was layered with 1/2 can of crushed tomatoes. Repeat process until all leaves and meat are used.
