Directions:
Cover large cooking pan with foil, large enough to hold in a single layer. Arrange meat on top of foil. You do not brown the meat first. Cut potatoes, carrots and celery in good size chunks and layer on top of meat. Mix tomato sauce with 1 can water and sugar. Pour over meat and vegetables. Salt and pepper to taste. Lastly, sprinkle tapioca on top. Do not stir in. Seal tightly in foil. Do not bunch. Place in 325 oven for at least 2 hours. Do not peek. When you remove the foil you will find the meat brown with perfect gravy. Place on a shallow pan to make it easier to handle, 13x9x2.
