2 cups flour
2 eggs
3 teaspoons baking powder
1 teaspoon baking soda
1 tablespoon water
1 teaspoon salt
1 1/2 cups quick cooking oats
1 cup butter softened
1 1/2 cup brown sugar
1 12 ounce package butterscotch chips
1/2 teaspoon orange extract

Directions:
Directions:
oven temp 375°F
combine flour, baking powder, soda, and salt; set aside. When butter, sugar, eggs and water, beat until creamy. Gradually add flour mixture to wet mixture. Stir in oats, and butterscotch chips, and extract. Drop by tablespoons onto greased cookie sheet and bake 10 – 12 min.
