2 cups powdered sugar
1 Tblsp. plus 1 tsp. meringue powder (can buy in craft stores)
4 Tblsp. warm water
1/2 tsp. flour

Directions:
Mix with an electric mixer for 6 minutes. Color with food coloring and frost cookies. Keep the frosting that you aren't using covered with plastic wrap or it will get "crusty" on top.
