1 lb. beef top round, sliced for stir fry
2 Tbls. light brown sugar
2 Tbls. plus 3/4 cup reduced sodium soy sauce
2 Tbls. bottled chopped garlic
4 cups broccoli flowerets
2 tsp. water
4 scallions, cut in 1 inch lengths
2/3 cup orange juice
2 Tbls. cornstarch
2 tsp. rice wine vinegar
2 tsp. ground ginger
1/2 tsp. red pepper flakes
2 Tbls. peanut oil
1/2 cup salted cashews

Combine beef, brown sugar, 2 Tbls. soy sauce and garlic in plastic food storage bag; sea; turn to coat meat. Let stand for 30 minutes.
Meanwhile, place broccoli and water in microwave-safe dish. Cover tightly with plastic wrap. Microwave at 100% power for 2 minutes.
Stir together scallions, orange juice, remaining 1/4 cup soy sauce, the cornstarch, rice win vinegar, ginger and red pepper flakes in small bowl.
Heat peanut oil in wok or large skillet over high heat. Add the slices of beef with marinade; stir fry 1-3 minutes. Add broccoli; stir fry 1-2 minutes or until heated through. Add cashews; cook 1 minutes. Stir in scallion-orange juice mixture; cook 2-3 minutes or until thickened.
Serve immediately with cooked instant brown rice and garnish with thin strips of orange rind, if desired.
