Pastry:
1 tsp. salt
1/2 cup boiling water
1 cup shortening
3 cups sifted flour
1 tsp. baking powder

Filling:
1/2 lb. lean minced beef
1 cup chopped onion
1 cup chopped green pepper
1 clove garlic chopped
1 tomato chopped
2 tbsp. salad oil
1 tsp. salt
1/4 tsp. pepper
1 tsp. sugar
1 tbsp. flour

Pastry:
Add salt to water, stir into shortening until blended. Add flour and baking powder; makes a smooth, stiff dough. Chill 1/2 hour.

Filling:
Saute meat, onion, green pepper, garlic and tomato in heated oil until brown. Remove fat. Add salt, pepper, sugar and flour. Simmer 15 minutes.

Roll dough on lightly floured board to 1/8" thick. Cut into 4" rounds. Place spoon of filling on half of each round. Fold over and press moistened edges of dough with fork. Prick top. Bake 10 - 12 minutes until lightly browned.
