1 pound ground beef
1 large chopped onion
1 clove chopped garlic
1/2 chopped green bell pepper
1 8-ounce can tomato sauce
1 can tomato paste
1-1/2 cups water
1 small can enchilada sauce
1 tablespoon cumin seeds
1 teaspoon salt
1/2 pound jack cheese, grated
Parmesan cheese
1 package flour tortillas
1/2 to 3/4 cup oil
Arrange the casserole as follows:
3 or 4 tortillas

Combine in a large skillet: ground beef, chopped onion, bell pepper, garlic and salt. Briefly cook until barely browned (it cooks in the oven later). Make the sauce by combining in a saucepan: enchilada sauce, tomato paste, water and cumin. Simmer slowly while preparing tortillas. Fry tortillas in a heavy skillet by dipping it into hot oil. Lift out with tongs and drain on a stack of paper towels. Do not overcook. Make 2 or 3 layers ending with tortillas on top. Cover with remaining sauce and sprinkle with parmesan cheese. Bake at 350 degrees for 30 minutes.
