1 1/2 pounds ground beef
1 package enchilada sauce mix
1 (15 ounce) can tomato sauce
1 cup water
1/4 medium size onion
1/4 teaspoon salt
1/4 teaspoon pepper
1/2 teaspoon garlic powder
1 package (24 count) corn tortilla shells
1 pound shredded mild cheddar cheese

Directions:
Directions:
Brown meat, onions, salt, pepper and garlic; drain off fat. Add sauce mix, tomato sauce and water; simmer for 5 to 10 minutes. Line bottom of 9 x 11 x 2 1/2 inch dish with 8 shells, then cheese, next meat. Repeat twice (3 complete layers). Bake at 375º for 30 to 40 minutes. Serve with salsa.
