Preheat oven to 400. Mix flour and baking powder. Combine sour cream and half & half, mix into flour. Knead dough slightly on a lightly floured surface; roll to a 1/2 inch thickness. Cut and bake on an ungreased cookie sheet for 10-15 minutes.
