1 1/2 lb. round or cubed steak
1 tsp. each of salt and pepper
1 large onion sliced
1 large bell pepper sliced
1/3 cup oil
3/4 cup flour
1 1/2 to 2 cups water
1/4 cup soy sauce

Directions:
Directions:
Cut meat into thin strips and flour. Brown meat in oil, then remove from pan. Saute onions and peppers in oil until tender. Add 3 tbsp. flour to oil and brown. Slowly add water and soy sauce to make gravy. Cover and cook over medium heat until meat is tender. Serve over rice.
