3 cups flour
2 cups white sugar
1/2 cup cocoa
1 tsp salt
2 tsp baking powder
2/3 cup vegetable oil
2 cups water
2 Tbsp vinegar
2 tsp vanilla



Filling:

1 pkg (8oz) cream cheese, softened
1 egg
1/2 cup sugar
1/4 tsp salt
1 cup semisweet chocolate chips
Directions:
Directions:
In a large bowl, mix together flour, sugar, cocoa, salt and baking soda. Stir in oil, water, vinegar and vanilla until blended. Pour mixture into prepared paper cupcake liners, filling 2/3 full. To make filling, in a medium bowl, beat together the cream cheese, egg, sugar and salt until light and fluffy. Stir in chocolate chips. Drop a heaping teaspoonful of the cream cheese mixture into each cupcake. Bake in 350º oven for 25 minutes and allow to cool.
