Dredge beef with flour and brown well on all sides. Put meat in roasting pan. Add 1 c. water to pan meat was browned in. Scrape up bits and pour water over beef. . Cook slowly 2 1/2 - 3 hours. To make gravy - remove beef and add about 2 tbs. flour to pan. Stir - simmer a few minutes. Add salt and pepper to taste and more water is necessary.
