Mother didn't leave any instructions with this recipe, so I am going to guess you cooked the sausage and bacon well with the onions and bell peppers. The fat would be drained. I am guessing the white beans would be cooked and drained. The chicken broth would be added to the soup pot. The pasta, sausage, bacon, garlic, onions and peppers would be gently stirred in and seasoned to taste with salt and pepper.
