Whisk or blender together chile powder and flakes, boullion, and cumin
Saute garlic in oil, whisk in flour, let bubble.
Slowly add boullion mixture into hot oil
Add roasted chiles
Let it come to a boil, then reduce heat and let thicken and flavors blend for 1/2 hour,
(If using for Chile Verde with Chicken, you can add directly to crock pot after boiling)
Chicken: Halve breasts. Brown 3 chicken breasts in oil and put in crock pot, with green chile sauce. Cook on high for 2 hours, then reduce heat to low for another 3-4.
Shred chicken a bit with fork just in the pot, and serve wrapped in warm tortillas.
