2 pkgs. enchilada mix
3 c. water
1 can (12 oz.) tomato paste
1 garlic clove, minced
1/4 tsp. pepper
Salt to taste
2 lbs. ground beef
9 lg. flour tortillas
4 c. shredded cheddar cheese, divided
1 can refried beans

Directions:
In a saucepan, combine the first 6 ingredients; simmer for 15-20 minutes. In a skillet, brown the beef; drain. Stir in 1/3 of the sauce. Spread another 1/3 on the bottom of a greased 13"x9" baking pan. Place 3 tortillas over the sauce, tearing to fit bottom of pan. Spoon 1/2 of the meat mixture over tortillas; sprinkle with 1 1/2 c. of cheese. Add 3 more tortillas. Spread refried beans over tortillas. Top with remaining meat sauce. Sprinkle with 1/2 c. of cheese. Layer with more tortillas. Top with remaining sauce; sprinkle with remaining cheese. Bake uncovered at 350º for 35-40 minutes. Let stand for 10 minutes before cutting.
