3 Tbsp. Sugar
1/2 Cup Water
3-1/2 Cup Milk; Scalded

Directions:
Directions:
Mix cocoa, sugar, and a dash of salt. Add water. Cook over low heat until smooth and glossy, stirring constantly. Add milk. Reheat. Beat with rotary beater just before serving.
