2 lbs. ground beef
2 quarts of water (may use beef broth)
1 -28 ounce can of diced tomatoes
1- 28 ounce can of tomato sauce
1/2 cup of uncooked rice
2 cups of chopped green bell peppers
2 T. packed brown sugar
2 tsp. salt

Directions:

You will need a 6 - quart Dutch oven
Brown beef and drain off fat.
Add remaining ingredients and bring to a boil
Reduce heat; cover and simmer for 30-40 minutes.
