1 pound beef cut into small pieces
1/2 cup diced onion
1/2 cup diced green pepper
1 can tomato soup
1/2 cup water
2 tablespoons vinegar
3 tablespoons brown sugar
salt and black pepper to taste

Directions:
Directions:
Brown meat in fry pan, add rest of ingredients and cook slowly until meat is tender.
Serve over rice or noodles with a salad
