1 1/2 lbs ground beef
1 green pepper, chopped
3 garlic cloves, chopped
1 large yellow onion, chopped
1 2 oz can tomato paste
1 8 oz can tomato sauce
1 16 oz can whole tomatoes
1 16 oz can pinto beans, drained
2 tsp salt
3 TBS chili powder
1 TBS sugar
12 oz hot water

Brown meat in heavy skillet. Drain fat. Remove meat to pot using slotted spoon. Add remaining ingredients, simmer uncover for 1 hour. Stirring occasionally. Replace cover and simmer for 30 minutes. Serve by itself garnished with chopped onions or shredded cheese, or if too spicy over rice.
