Preheat oven to 350º. Saute onions, peppers and meat until meat is browned. Drain and season to taste. Layer casserole starting with tortillas. Top with meat and cheddar cheese. Add another layer of tortillas and top with cream cheese. Repeat these layers until dish is full. Pour enchilada sauce over all. Make slits in top to ensure sauce penetrates all. Top with cheddar cheese. Bake 30-40 minutes.
