1/2 cup butter or margarine
1 cup brown sugar
1 egg
1 1/4 cup flour
1/2 tsp soda
1/4 tsp salt
1 1/2 cups oatmeal

Filling:
1 can sweetened condensed milk
1 6-oz pkg chocolate chips
2 tbsp butter
1 tsp vanilla

Directions:
Directions:
Mix together first seven ingredients (hands or big spoon work best). Press 2/3 mixture into a 9 x 13" pan. Combine filling ingredients in saucepan. Heat to dissolve. Spread over bottom mixture. Spread remaining crumb mixture on top. Bake at 325 for 25 minutes.
