Directions:
Bring to a boil water, 2 sticks of cinnamon and anise to make a tea. Measure 1/4 C of this tea, discard the rest. Add tea to flour, salt, 1/4 C sugar, ground cinnamon, shortening and lard. Knead thoroughly to make a smooth dough. Roll out 1/2" thick and cut with a very small cookie cutter (such as the inner circle of a doughnut cutter). Bake 12-15 min. at 375ºF, or until golden in color. Toast remaining 4 sticks of cinnamon in oven, put them in blender with remaining 1 C sugar, blend until smooth, to make cinnamon sugar. While the cookies are still warm, roll in cinnamon sugar.
