2 1/2 c. flour
2 1/2 c. quick oats
1 1/2 c. brown sugar
1/4 t. soda
1 1/2 c. marg. or butter
2 c. mincemeat
1 t. orange or lemon peel
1/4 t. vanilla
1 T. milk (may need more)

Directions:
Directions:
Mix in lge bowl flour, oats, brown sugar, and baking soda. Melt butter over low heat and stir in to mix well. Set aside 2 c. of this mixture. Put remaining mixture in ungreased 10x13 pan and pat down. Bake at 350 degrees for 12 min.
Stir peel into mincemeat and spread carefully over HOT baked crust. Sprinkle reserved mixture over filling and pat very gently onto filling.
Bake for 20-25 min. until golden brown, Cool.

Drizzle with icing of 1 c. powdered sugar, 1/4 t. vanilla, 1-2 T. milk until right consistency for drizzling.
