Melt in butter and stir in flour gradually. Slowly add milk, stirring constantly so it doesn't get bubbly. Cook for about 2 minutes or until sauce is thick. Add grated cheese, stir until well blended. Pour over drained vegetables. Salt and pepper to taste.
