Melt butter and stir in flour. Add slowly, water and sugar.
Cook and stir until sauce boils, then cook over a double boiler or low flame for about 15 minutes. Season with salt and lemon juice, brandy, whiskey, sherry or vanilla - depending on what you are using sauce with.
