1 lb. lean ground beef
3/4 c.Quick or Old Fashioned Oats, Uncooked
3/4 tsp. garlic powder
3/4 tsp. pepper
1/2 tsp salt (optional)
2 (14 1/2 oz.) cans stewed tomatos
2 c. coarsely chopped onion
1/4 c. water
2 tbsp soy sauce
5 tsp cornstarch
5 tsp sugar
2 c. coarsley chopped bell peppers

Directions:
Directions:
Combine first 5 ingredients; mix well. Shape into 3/4 inch balls. Combine meatballs and remaining ingredients except bell peppers. Heat over medium-low heat until boiling; reduce heat. Cook 15 minutes, stirring occasionally. Add bell peppers; cook and additionaly 10 minutes or until meatballs ar no longer pink. Serve over rice, if desired.
