Brown Meat, Peppers and Onions. Drain. Stir in 1 1/4 c. Ragu, 1 tsp. Salt, 1/4 c. Water, 1 tsp. Basil. Boil for 5 minutes and remove from heat.
Cook and Drain 2 c. Elbow noodles.
Please 2 tbsp. Butter, 3 tbsp Flour in a sauce pan. Slowly add 2 c. Milk and cook till thick. Remove from heat and add 8 oz. shredded cheese, 1/2 tsp. Salt, and dash of Pepper. Stir until all the cheese melts.
Layer the below mixtures in a 9 x 11 dish and bake for 30 minutes at 400º.
Pour remaining Ragu over the top.
