2 T. salt
1 1/4 qts. boiling water
1/2 cup white rice
1/4 tsp. black pepper
1/4 tsp. crushed bay leaf
3/4 lbs. chopped round steak
1/4 cup minced onions
1 T. olive oil
4 large green peppers
2 1/2 cups of stewed tomatoes, drained
1 tsp. granulated sugar

Put 2 tsp. salt into the boiling water. Gradually add rice. Boil for about 8 minutes. Drain well. Meanwhile, add 1 T. salt, 1/8 tsp. pepper, and the bay leaf to the meat. Combine with rice. Saute' the onion in the oil until tender; then add to the meat mixture. Cook seeded peppers for 5 minutes in boiling salted water; then drain. Fill with meat mixture. Put tomatoes in a deep skillet or kettle; add remaining 1 tsp. salt, 1/8 tsp. pepper, and the sugar. Place stuffed peppers on top of tomatoes. Cover, and simmer for 1 hour. Basting ocasionally.
