Mix flour, salt, & pepper in a paper bag. Put short ribs in the bag and shake to thoroughly coat them. Heat several tablespoons of oil in a large skillet then place the ribs in the hot oil to searing all sides. Remove and drain ribs on a plate covered with paper towels. Drain off most of the oil. Continue to heat the remaining oil, add some of the flour mixture to make a thick and browned rue. Once browned, add water and beef bouillon cube to the rue continually stirring to make a thin gravy. Place short ribs in a Dutch oven and cover the meat with the gravy. Cover and place in a 250-degree oven for at least 3 -4 hours. It is done when the meat is tender and falls off the bone. You can leave the short ribs whole and serve the gravy separate or debone and shred the meat and mix in with the gravy. Mother always made mashed potatoes for the brown gravy.
