Dipping Sauce:

1/4 cup rice vinegar
Water
1/3 cup sugar
1/4 t. salt
1 t. cornstarch
15 to 20 cloves garlic--divided
1 jalapeno pepper--stemmed, quartered and seeded

Directions:
Directions:
Combine vinegar, 2 T. water, sugar, salt and about 10 cloves garlic in small saucepan. Simmer, covered, about 10 minutes or until the garlic turns translucent. Meanwhile, dissolve cornstarch in 2 t. cold water. Stir into garlic mixture and bring to boil, stirring constantly. Remove from heat and let cool slightly. Combine garlic mixture with remaining 5-10 garlic cloves and chili pepper in blender. Process until garlic and pepper are finely minced. Let sauce cool to room temperature. Serve sauce with popcorn chicken [use for dipping]

Sauce is VERY hot and spicy-----can be doubled.
