Preheat oven to 350º
Grease 9 x 13 baking dish

Combine cake mix, ⅓ cup evaporated milk, margarine, mix by hand
Press ½ of the mixture in the baking dish and bake for 6 minutes
Set the other ½ of the mixture aside

Melt caramels and the other ⅓ cup evaporated milk (melt in a saucepan and stir regularly or you can melt in the microwave but watch so they don't scortch.

Remove the cake from the oven after 6 minutes, pour the caramel mixture over the cake mix. Sprinkle the entire package of chocolate chips over the caramel.

Spread the remaining pieces of the cake mix across the chocolate chips. You will not cover the cake completely. Just cover as much as you can.

Return to oven and bake again for another 6 to 10 minutes until the caramel is bubbly and the cake mix appears done.

Let cool completely and then cut into brownie squares.
