2 1/2 cups all-purpose flour
1/2 cup rolled oats
4 teaspoons pumpkin pie spice
2 teaspoons baking soda
1 teaspoon baking powder
1 teaspoon salt
1 1/2 cups pumpkin puree
1 cup brown sugar
1 cup white sugar
2/3 cup vegetable oil
1/2 cup applesauce
3 eggs
1 teaspoon vanilla extract

Streusel:
1 cup all-purpose flour
3/4 cup granulated sugar
1 teaspoon cinnamon
1/4 teaspoon salt
6 tablespoons butter, melted

Cream Cheese Icing:
2 ounces cream cheese, room temperature
3/4 cup powdered sugar
2 tablespoons milk
1/2 teaspoon vanilla extract

Directions:
Directions:
Preheat oven to 350 degrees F (175 degrees C). Grease or line 18 muffin cups with paper liners.
Add all muffin ingredients in a large bowl and mix until well combined.
In a separate bowl, combine all streusel ingredients and stir up with a fork until nice and crumbly.
Pour the batter into the prepared muffin tin filling each cup 2/3-3/4 of the way full. Sprinkle each muffin with 1 tablespoon of streusel topping.
Bake in the preheated oven until a toothpick inserted in the center of a muffin comes out clean, 25 to 35 minutes.
Combine all icing ingredients and beat well. While still warm, drizzle over muffins with a spoon.
