Preheat oven to 350º. Cut off the tops of the green peppers, discarding the seeds and membranes. Then chop enough of the tops to make ¼ c. of chopped green peppers. Cook the whole green peppers, uncovered in boiling water for about 5 minutes; invert to drain well. Sprinkle the insides of the peppers lightly with salt. In the skillet cook the ground beef, onion, and the ¼ c. of chopped peppers until the meat is browned and the vegetables are tender. Drain off excess fat. Add in drained tomatoes, salt, Worcestershire and dash of ground black pepper. In a separate cook rice accordingly until rice is cooked through and soft. Add the rice to the beef mixture and stir in the cheese. Stuff the peppers with the meat mixture and place into a 10x6x2 baking dish. Bake covered in the 350º oven for 30 minutes, in the last 5 minutes add any remaining cheese to the top of the peppers.
