1 c flour
⅔ c sugar
4 Tbsp unsweetened cocoa powder
1½ tsp baking powder
¼ tsp salt
⅔ c packed light brown sugar
1 egg
½ c milk
4 Tbsp butter, melted and slightly cooled
1½ tsp vanilla
¼ semisweet chocolate chips
1½ boiling water

Grease a 9x9 cake pan and preheat the oven to 350ºF. In a large bowl sift together the flour, sugar 2 tablespoons of the cocoa powder, baking powder, and salt. In a medium sized bowl, stir the remaining 2 tablespoons of cocoa powder into the brown sugar, mix thoroughly, breaking up any sugar lumps, set aside. Blend the liquid ingredients (except the boiling water) into the dry mixture and blend well. Scrape the batter into the greased pan. Spread the chocolate chips evenly over the top and sprinkle the brown sugar/cocoa mixture on the top. Pour the boiling water over the batter. Place the pan on the center rack and bake for 30 minutes. Serve with ice cream or whipped cream.
