4 Cups (½ of a 30 oz. bag) Potato Rounds or tator tots
1 pound ground beef
1 pkg. (10 oz.) frozen chopped broccoli, thawed]
1 can (28 oz.) French Fried onions
1 medium tomato, chopped (optional)
1 can (10¾ oz.) condensed cream of celery soup
⅓ Cup milk
1 Cup shredded cheddar cheese
¼ tsp. ground garlic powder
⅛ tsp. ground black pepper

Place potatoes on bottom and up sides of 8x12-inch casserole dish. Bake uncovered at 400º for 10 minutes. Meanwhile brown ground beef and drain. Place beef, broccoli, ½ can French fried onion, and tomatoes in potato shell. Combine soup milk, ½ cup cheese, and seasonings over beef mixture. Bake covered at 400º for 20 minutes. Top with remaining cheese and onions. Bake uncovered 2 to 3 minutes longer.
