Ingredients:  
1 c flour
1 1/2 tsp baking soda
1/2 c salt
1/4 c margarine
2/3 c sugar
1/2 c milk
1/4 c cocoa
1 tsp vanilla
Mix all and place at bottom of casserole dish.

Top:
1/2 c brown sugar, 1/2 c sugar, 3 Tbsp cocoa. Sprinkle over top of first mixture.

Pour 2 c boiling water over all.
