1½ Cup flour
1½ Cup oats
1½ Cup packed brown sugar
½ tsp baking soda
¼ tsp salt
¾ Cup chilled/cut up butter
12 oz chocolate chips
½ Cup whipping cream
14 oz caramels

Directions:
Directions:
* Combine first 5 ingredients in food processor. Add butter pieces pulsing until crumbly.
* Press all but 2 cups into a 9 x 13 pan. Sprinkle choc. chips on top & set aside.
* Simmer cream, add caramels, stir until smooth. This is a bit slow but keep stirring so it doesn't burn.
* Pour mixture over chips. Sprinkle reserved 2 cups flour, sugar mixture over the top.
* Bake until golden brown about 20 min.
* Cut around edges of pan with a knife then cool, refrigerate & serve.
