2¼ cup flour
½ cup cocoa
1½ tsp. soda
1¼ cup sugar
1¼ tsp. cream of tartar
2/3 cup shortening
1 cup milk
2 eggs
1 tsp. vanilla

Filling:
1 cup milk
4 heaping TBSP. flour
1/2 cup butter
1 cup shortening
1 cup sugar
1/4 tsp. salt
1 tsp. vanilla

Directions:
Directions:
Cream sugar and shortening; add eggs, then flour, soda, cocoa, cream of tartar, milk and vanilla. Drop by tablespoon on greased cookie sheet. Bake at 350º for 8-10 minutes. Put filling between two cookies. Wrap and chill.

Filling: Cook milk and flour until thick enough to pull away from side of pan; let cool. Put rest of ingredients in a mixing bowl and combine.
