2 tbsp flour
1 cup cold milk
salt & pepper to taste

Melt butter in top of double boiler or a small heavy saucepan, Stir in flour. Blend well over low heat, Stir in milk with whisk of fork. Stir constantly until boiling. Cook 2 minutes continuing to stir to keep sauce smooth., Makes 1 cup,
