1 Cup Butter or Margarine (softened)
2 Cups Sugar
1 Cup Flour
2/3 Cup Cocoa
1/2 Teaspoon Baking Powder
2 Eggs
1/2 Cup Milk
3 Teaspoon Vanilla Extract
1 Cup Walnuts (chopped) (optional)
1 (12 ounce) Package of Chocolate Chips
1 (14 ounce) Can Sweetened Condensed Milk (NOT Evaporated Milk)

Preheat oven to 350 degrees. In a large bowl, combine margarine, sugar, flour, cocoa, baking powder, eggs, milk, and 1 1/2 teaspoons of vanilla. With a mixer, beat well. Stir in walnuts. Spread in greased 13x9 inch baking pan. Bake 40 minutes or until brownies start to pull apart from the sides of the pan. Just before brownies are done, in saucepan, melt chocolate chips, condensed milk, and remaining vanilla. Immediately spread over hot brownies. Add chopped brownies to the top. Cool by chilling in the refrigerator. Cut into bars.
