3 c. powdered sugar (amount varies based on consistency)
1/4 c. butter (softened)
1 tsp. vanilla
1/4 c. or more milk, cream OR 1/2 &1/2 (amount varies based on consistency)

Options:
For chocolate: 2-3 tbsp. cocoa powder (amount varies based on consistency)
For different colors: food coloring, amt. varies

Mix all ingredients with electric mixer until smooth and creamy. Amounts vary based on consistency and amount needed.

I adopted this recipe from my mom, so there's not an actual measurable recipe. You just keep adding ingredients until it's the right consistency and amount. I use whatever liquid dairy I have in the refrigerator. It really doesn't matter. I use it on cakes, sugar (Christmas) cookies, etc. If you have any leftover, it's yummy on graham crackers.
