2 T flour...
2 cups of whole milk...
Salt, to your taste...
4 T grated Parmesan cheese...

Warm the milk, slowly over medium-low heat in a small saucepan...
Melt butter in a medium saucepan and stir in flour...
Stir, over medium heat for 3 minutes...
Add the warmed milk, stirring constantly...
Adjust the heat so that the mixture bubbles and cook it for 4 minutes longer, stirring constantly....
Add the salt and Parmesan cheese and let the Bechamel cool...
